Lead-Free vs. Lead-Safe Certifications
In New Jersey, there are two types of lead paint certifications for residential properties: Lead-Free and Lead-Safe.
Lead-Free
This certification indicates that a property has been thoroughly inspected using X-ray fluorescence (XRF) technology and found to contain no lead paint whatsoever.
Lead-Safe
This certification confirms that a property does not pose any active lead paint hazards. It involves a visual inspection and, in certain cases, a dust wipe test.
VALIDITY
This certificate is valid for the lifetime of the property.
REQUIREMENTS
Complete absence of lead-based paint.
Inspection conducted by a DCA-certified lead evaluation contractor or firm.
XRF lead inspection.
NECESSITY
While not mandatory, obtaining a Lead-Free certification can save you time and money in the long run.
VALIDITY
This certificate is valid for two years and requires periodic renewal.
REQUIREMENTS
Confirmation of lead-safe conditions.
Inspection by a DCA lead-safe certified firm or contractor.
Visual inspection.
Dust wipe test in certain municipalities.

Most rental properties in New Jersey must be certified as lead-safe. The certificate must be renewed periodically, and it is required for obtaining a rental certificate of occupancy.
